 Early life

Perez was born in Brooklyn's Bushwick on the 6th of September 1964, to Lydia Perez, a merchant maritime seaman, and Ismael Serano. [3][4][5] Her mother Lydia (nee Fontanez y Reyes) was born October 13 1939 in Humacao, Puerto Rico. Her father came from Aguadilla in Puerto Rico. Her mother was married to a man who was 20 years older than her, Arturo Perez. After an affair with Serrano her mother was already had five children. Perez was born in the now closed Greenpoint Hospital, Greenpoint neighborhood of Brooklyn.

Perez is the tenth child of her 10 children. Rosie as well as her siblings were raised in Bushwick as their mother was held up for an indefinite period. While in prison, her mother gave birth to her first daughter. She was fostered by an aunt and then, like her siblings, passed through group homes and foster care. It was not uncommon for her to be separated from her brothers. She was placed in the group foster home and resided in foster homes in New York and Peekskill up until the age of eight. She was legally considered to be a ward of State of New York until age twelve. Aunts and her mother often visited her, and her father was unsuccessful in a custody claim at one time.
